The APMG PPP Certification Program is an innovation of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF) and the World Bank Group (WBG) and part funded by the Public-Private Infrastructure Advisory Facility (PPIAF) with a shared vision of enhancing PPP performance globally. CP3P is the definitive credential to demonstrate to your peers that your abilities are aligned with international PPP good practice.
PPPs are one way to procure infrastructure and services. As explained later in the Public Private Partnerships Foundation course, the PPP approach may provide significant benefits if and when a number of conditions are met. As PPPs are useful in procuring both infrastructure and services, this course is especially focused on better use of PPPs as a tool to deliver new or upgraded infrastructure. In this way, the greatest possible value from this procurement option can be extracted in order to help countries to fill the infrastructure gap by accessing more private capital and expertise in an efficient and programmatic manner; this is especially true for Emerging Market and Developing Economy (EMDE) countries.
The main objectives of the Public Private Partnerships Foundation course is to introduce the PPP concept as an option to procure and manage infrastructure; to scope the term for the purpose of the PPP Guide, and to explain its main characteristics. The PPP Foundation course also introduces those aspects of PPPs that will be explained further in the rest of the PPP educational programs. These include the relevance and features of a proper PPP framework and the entire PPP process cycle, including a description of each of the phases that constitutes the process from a practical perspective
The PPP Certification Program Guide, referred to as the PPP Guide, was written by PPP practitioners. It comprises best practices from many countries and aims to bring a consistency of terms used in PPPs and to increase skills and capacity for the delivery of PPPs. I like the sample questions section as it showed me how easily a question could be misunderstood. I think more time needed to spent on the later modules such as finance etc. It would be nice if there are different exam samples and not just one.

The course provides good learning materials. It should be noted that PPPs are Dynamic and some answers to the questions are arguable. The conduct of the exams tries to provide critical thinking however the concept of the exam should shift from critical thinking to more of understanding concepts due to the Dynamic nature of PPPs. I like every aspects of the course as this is my second time I have participate in such training since I joined the Public Private Partnership Unit. The explanations were cleared as well as the notes and I personally enjoyed module 5 of the course – Basic Structure of PPP Projects. I would be glad to change the duration as I believed the duration of the course is short. I strongly suggest that the training materials be ready just after the session for the day as this will encourage participants to start looking at the materials on time.
