Course Overview
The Public-Private Partnerships (PPP) Foundation e-learning course introduces participants to the fundamental principles, concepts, and frameworks that underpin successful PPP programs. Through this interactive course, you will learn how PPPs can be structured and managed to deliver efficient, sustainable, and high-quality infrastructure and public services.
By the end of the course, you will understand the key characteristics of PPPs, their benefits and challenges, and the institutional frameworks that support their implementation. You will also gain the foundational knowledge required to participate effectively in PPP projects and progress to higher-level PPP certifications.
This e-learning course is part of the APMG International PPP Certification Program, an initiative developed by the Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank (IDB), Islamic Development Bank (IsDB), Multilateral Investment Fund (MIF), and the World Bank Group (WBG), with support from the Public-Private Infrastructure Advisory Facility (PPIAF). Together, these organizations aim to strengthen global PPP performance through standardized best practices.
The course is based on Chapter 1, Appendix A, and the Glossary of the PPP Certification Program Guide (PPP Guide), a global reference developed by experienced PPP practitioners. It provides a consistent framework for understanding PPP terminology, processes, and governance, building a strong foundation for anyone involved in public infrastructure and service delivery.

Learning Objectives
By the end of the Public-Private Partnerships (PPP) Foundation course, participants will be able to:
- Understand the fundamentals of financing PPP projects
- Identify and evaluate effective funding sources and their benefits and limitations
- Establish new or leverage existing PPP frameworks
- Navigate key phases in the PPP process
- Conduct project identification, screening, and appraisal
- Structure and draft PPP tenders and contracts
Target Audience
This certification prepares professionals involved in Public-Private Partnership (PPP) projects to develop a solid understanding of the key principles, terminology, and financing structures of PPPs. It also serves as the first step toward the Practitioner certification, helping participants build the knowledge and confidence needed to advance to the next level.
Exam Structure
The Public-Private Partnerships Foundation examination is structured as follows:
- Multiple choice
- 50 questions per paper
- 25 marks required to pass (out of 50 available) – 50%
- 40 minutes duration
- Closed-book
