Course Overview

The Public-Private Partnerships Execution certification confirms that a candidate understands how to structure and draft PPP tender documents and contracts, manage tender and award processes, and oversee PPP contracts during construction and operations. Successful candidates can begin performing these tasks as part of a multidisciplinary team and plan for hand back at the end of the contract term while continuing to build expertise for more complex situations.

The APMG PPP Certification Program is an initiative of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF) and the World Bank Group (WBG), with support from the Public-Private Infrastructure Advisory Facility (PPIAF). This global collaboration aims to strengthen PPP performance. CP3P remains the leading credential for demonstrating alignment with international PPP good practice.

Private sector professionals also benefit from the certification. It enables candidates to understand PPPs as business opportunities and navigate government tender processes, as well as construction and operations requirements. This helps them pursue PPP opportunities and fulfill their roles effectively when working on PPP implementation.

The Public-Private Partnerships Execution Course and Examination are based on Chapters 5 to 8 of the PPP Guide. This is a practitioner-level certification, designed for professionals involved in developing PPP frameworks or leading the implementation of PPP projects.

The APMG Certified PPP professional is a Registered Trade Mark of the APM Group Limited.

Learning Objectives

  • Understand the link between the Appraisal and Structuring Phases and refine analyses as needed.
  • Explain the structuring process and the importance of sufficient time for project design and contract drafting.
  • Apply public sector approaches to financial structuring, including defining financial support, payment mechanisms, and revenue models while maintaining Value for Money (VfM).
  • Support effective risk structuring, allocation, and integration into PPP contracts.
  • Recommend strategies to market projects, test market interest, and incorporate feedback before tendering.
  • Design a tender process consistent with the legal framework that drives VfM outcomes.
  • Understand how the private sector prepares bids, raises financing, and participates in the tender process.
  • Develop and manage qualification criteria, evaluation processes, and tender documentation.
  • Differentiate between commercial and financial close and manage the steps leading to both.
  • Contribute to the design of a PPP Contract Management Framework, governance structure, and team roles.
  • Implement mechanisms to monitor performance, compliance, and obligations during delivery and operations.
  • Manage stakeholder relationships to support project outcomes.
  • Handle project changes, renegotiations, refinancing, and asset renewal effectively.
  • Address claims, disputes, and resolution procedures appropriately.
  • Develop an exit and handover strategy to ensure continuity of operations and compliance with asset transfer requirements.

Target Audience

Individuals who are involved in the structuring and tendering of PPP projects and the management of PPP contracts, mostly public sector officials and practitioners and their advisors and consultants. Private sector (private industry i.e. developers, contractors, investors, and financiers) who have an interest as a way to understand better:

  • The PPP concept as a procurement method
  • Government tender processes
  • Structuring of the PPP contract
  • Management of a PPP contract
  • Government’s perspective of the construction and operations phases

Exam Structure

The Public-Private Partnerships Execution examination is structured as follows:

  • Complex multiple choice
  • 4 questions – 20 question items per question, each worth one mark
  • 40 marks required to pass (out of 80 available) – 50%
  • 2½ hours duration
  • Open book (PPP Guide only)
