Course Overview
The Public-Private Partnerships (PPP) Preparation e-learning course helps participants understand and apply the key principles, procedures, and institutional roles that guide how governments identify, appraise, and prepare PPP projects. Through this interactive program, you will learn how to tailor and implement PPP frameworks within your governmental or organizational context.
After completing the course, candidates will be able to contribute effectively, under suitable guidance and as part of a multidisciplinary team, to the preparation and design of PPP projects that align with international best practices.
This e-learning course is part of the APMG Public-Private Partnerships Certification Program, developed by the Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank (IDB), Islamic Development Bank (IsDB), Multilateral Investment Fund (MIF), and the World Bank Group (WBG), with support from the Public-Private Infrastructure Advisory Facility (PPIAF). Together, these organizations aim to enhance global PPP performance through consistent, high-quality standards.
Building on the PPP Foundation course, this program focuses on maximizing the benefits of PPPs for infrastructure and service delivery, especially in Emerging Market and Developing Economies (EMDEs), by helping governments leverage private capital and expertise efficiently.
For participants from the private sector, the certification provides valuable insights into government objectives, institutional frameworks, and PPP lifecycles, enabling them to identify and manage PPP opportunities effectively.
The course and examination are based on Chapters 2–5 of the PPP Certification Program Guide, a global reference developed by experienced PPP practitioners to harmonize terminology and strengthen capacity across countries.

Learning Objectives
By the end of the Public-Private Partnerships (PPP) Preparation course, participants will be able to:
- Explain the purpose, scope, and key components of an effective PPP Framework.
- Analyze how legal, administrative, and institutional contexts influence PPP design and implementation.
- Identify government roles and responsibilities across the PPP lifecycle and propose effective coordination strategies.
- Evaluate the technical, financial, and social feasibility of PPP projects, ensuring value for money and sustainable outcomes.
- Design preliminary financial and contractual structures, including appropriate risk allocation.
- Develop project and communication plans that engage stakeholders and promote transparency.
- Recommend suitable procurement routes and market testing strategies to support successful PPP delivery.
Target Audience
Individuals who work on, or are preparing to work on, the development or implementation of Public-Private Partnership policies or the initiation and preparation of PPP projects, mostly public sector officials and practitioners and their advisors and consultants. This is a professional-level certification – aimed at people involved in the development or implementation of PPP structures and at the beginning of PPP projects.

- Complex multiple choice
- 4 questions – 20 question items per question, each worth one mark
- 40 marks required to pass (out of 80 available) – 50%
