Course Overview
The Public-Private Partnerships Preparation certification confirms that a candidate understands the core elements of a PPP framework and can apply project identification, screening, appraisal, and preparation in a governmental context. Certified candidates can contribute to PPP project development as part of a multidisciplinary team while building capability for more complex tasks.
The APMG Public-Private Partnerships Certification Program was created by the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF) and the World Bank Group (WBG), with support from the Public-Private Infrastructure Advisory Facility (PPIAF). This global initiative seeks to raise the quality and consistency of PPP practices. CP3P s recognized as the leading credential for demonstrating alignment with international PPP good practices.
Governments use PPPs to procure infrastructure and services more effectively. The PPP Foundation course explains how PPPs create value when the right conditions exist. The Preparation certification focuses on using PPPs to deliver new or upgraded infrastructure so countries, especially in Emerging Market and Developing Economy regions, can attract private capital and expertise.
Private sector professionals also benefit from the certification. It helps them understand government objectives, institutional arrangements, and project requirements so they can pursue PPP opportunities with greater confidence.
The PPP Certification Program Guide, or PPP Guide, was developed by experienced practitioners to consolidate global best practices and promote consistent terminology. The Preparation Course and Examination draw on Chapters 2 to 5 of the guide. Please see a summary of the PPP Guide below:

Learning Objectives
By the end of the Public-Private Partnerships (PPP) Preparation course, participants will be able to:
- Explain the purpose, scope, and key components of an effective PPP Framework.
- Analyze how legal, administrative, and institutional contexts influence PPP design and implementation.
- Identify government roles and responsibilities across the PPP lifecycle and propose effective coordination strategies.
- Evaluate the technical, financial, and social feasibility of PPP projects, ensuring value for money and sustainable outcomes.
- Design preliminary financial and contractual structures, including appropriate risk allocation.
- Develop project and communication plans that engage stakeholders and promote transparency.
- Recommend suitable procurement routes and market testing strategies to support successful PPP delivery.
Target Audience
Individuals who work on, or are preparing to work on, the development or implementation of Public-Private Partnership policies or the initiation and preparation of PPP projects, mostly public sector officials and practitioners and their advisors and consultants. This is a professional-level certification – aimed at people involved in the development or implementation of PPP structures and at the beginning of PPP projects.

Exam Structure
- Complex multiple choice
- 4 questions – 20 question items per question, each worth one mark
- 40 marks required to pass (out of 80 available) – 50%
- 2½ hours duration
